Skitch Touch is well-clad for annotating images, particularly on smaller screens.
Evernote-closely-held free utility Skitch is a great way to annotate images and screenshots. IT comes in both Windows and Macintosh OS X editions, and ambulant versions for iOS and Android are available, too.
